Steven Dow, Executive Director

Steven Dow has been Executive Director of Community Action Project of Tulsa County (CAP) since 1992. The mission of Community Action Project is to help individuals and families in economic need achieve self-sufficiency. The agency’s strategic vision is to improve the prospects for the long-term economic success of very young, low-income children, their families, and the communities in which they live.

As a non-profit anti-poverty agency, Community Action Project (CAP) has been serving low-income residents of Tulsa, Oklahoma for 35 years. Through the efforts of more than 600 employees and hundreds of active volunteers, CAP serves approximately 50,000 clients and their families each year through an array of programs including:

  • Early childhood education and family support
  • Earned Income Tax Credit promotion and filing of tax returns
  • First-time homebuyer education and down payment assistance
  • Access to safe and affordable housing
  • Eligibility screening and application for public benefits
  • Outreach to improve college access
 
Karen Kiely, Chief Operating Officer

Prior to joining CAP in November 2008, Karen Kiely spent seventeen years at The Bama Companies, Inc. in a variety of management positions.  Most recently, she served as Vice President, Sales, Marketing and Research & Development. Kiely’s initial experience in food manufacturing was gained as general manager of the Beijing Bama Food Processing Co. Ltd. in China for four years. There she managed a joint venture food manufacturing facility from start-up, hiring and supervising seventy-five Chinese staff.  Before joining The Bama Companies, Kiely spent five years in international banking as a credit officer with Manufacturers Hanover Trust Company in New York, Taipei and Hong Kong.  Kiely holds a Masters in Business Administration from Oklahoma State University, Tulsa Campus, and a bachelor’s degree in Economics with majors in marketing and international business from The Wharton School at the University of Pennsylvania. 

 

Cecilia Robinson-Green, Senior Director of Early Childhood Programs

Cecilia Robinson-Green joined CAP in September 2009. She brings nearly 10 years experience in education leadership. She most recently served as Associate Superintendent of School Leadership in the Kansas City, Missouri School District, where her duties included the daily supervision of 20 elementary schools, the Early Learning Department and the Special Education Department. She holds a MS in Education Administration and Curriculum Supervision from University of Oklahoma.

 

Joanne Lucas, Chief Financial Officer

Joanne Lucas joined CAP in September 2009. For the past fourteen years, Joanne served as Chief Financial Officer for Tulsa Public Schools. Prior to that, she worked in finance for American Airlines, and as a senior auditor for Ernst and Young. Joanne is a member of Oklahoma Society of Certified Public Accountants; American Institute of Certified Public Accountants; Government Finance Officers Association; and Association of School Business Officials. She holds a BA in Business Administration-Accounting from the University of Oklahoma, and is CPA Certified.
